Bradley P. Gilbert, MD, MPP

Throughout his career spanning more than 31 years in public health and managed care leadership, Dr. Bradley Gilbert’s role has been dedicated to the health and wellbeing of the underserved. Recognized as a foremost expert in the arena of non-profit health plans, Dr. Gilbert led the award-winning Inland Empire Health Plan through years of rapid growth fueled by vision and innovative thinking. Bradley’s unwavering commitment to putting the member first created the foundation for a celebrated organizational culture and deep, productive relationship with providers and the community.

Bradley attempted to “retire,” stepping down from his role as IEHP’s CEO in 2019 to spend time with his family and travel the world with his wife. However, the calling to servant leadership never ceases. Today, Innovative Connections’ clients benefit from Dr. Gilbert’s experience, expertise, and perspective as a physician leader, change agent, and public health sage.

Experience and Recognition

Early career as a primary care physician focused on underserved individuals, including those who experienced substance abuse and incarceration

Career evolved into clinical and administrative public health management as he served as the Health Officer and Director of Public health for large California counties

First as Chief Medical Officer, and later as Chief Executive Officer, provided medical, strategic, and policy leadership and vision for Inland Empire Health Plan

Was the Director of the California Department of Health Care Services at the onset of the COVID-19 pandemic

Has served as an Assistant Clinical Professor at Loma Linda University and the University of California, Riverside, School of Medicine

Received his Medical Doctor degree from the University of California at San Diego

Completed his residency at the University of Minnesota’s family practice program

Is board-certified in Public Health and General Preventative Medicine

Earned his Masters of Public Policy from the University of California at Berkeley


Dr. Gilbert and his wife enjoy traveling around the world, hiking, gardening, and spending time with their children and grandchildren.
